Here is a pragmatic verse came across whilst going through J L Shastri's edition of the Garuda Purana. It does get a bit laborious with lists of mantras, pujas, tirthas etc. There is no mula text so here is the verse spoken by Hari to Brahma and sages.
The demarcation of places particularly holy or otherwise is only for those people who differentiate things and places saying, ' this is a holy place, this is not.' He who identifies everything with Brahman will not find a place not holy. G.P. 1. 81 .25
